The distribution of organic agricultural products has spread variously in recent years. And we have been able to buy the organic agricultural products at some natural grocery shops or supermarkets. Then, the reliance of labeling has been greatly discussed. The Ministry of Agriculture, Forestry and Fishery enacted 'The Special Labeling Guideline on Organically-grown Vegetables and Fruits' in October, 1992 and enforced it in April, 1993. However, this standard is very complex and ambiguous for consumers. For example, the labels are set for 'products with a reduced amount of chemical fertilizers' and 'products without chemical fertilizers but pesticides' and so on. Besides, farmers can label on their own responsibility. This is the reason that 'The Special Labeling Guideline on Organically-grown Vegetables and Fruits' can not be relied by consumers. In order that consumers can rely on the label, several local governments have been started reliable original certification systems. These movements are desirable. The standard of certification should be strict. Then, consumers can understand it easily. We assume the certification system of Hyogo Prefecture is the most desirable, because it certificates only organic products.
