The State and Problems of Housing Reconstruction in a Heavily Stricken District : The Case Study of Takatori-Higashi District in the 4th Year from the Great Hanshin Earthquake

This report is based on the research on the reconstruction process of a heavily stricken district by the Great Flanshin Earthquake. This district, Takatori-higashi, is located in Nagata ward and is made up of eight street-block units, where most of all the houses were collapsed and burnt down by the earthquake disaster and more than ninety people died and more than nine hundreds households suffered great losses. Only two months after the Earthquake, it was officially decided that those heavily stricken districts should be reconstructed by the statutory city planning measure of space-adjustment. As the measure brought some severe restrictions to the habitant sufferers, most of them strongly protested against it. In Takatori-higashi, after the many negotiations with the municipal government during one year and a half since the Earthquake, the habitants and their association called 'Machidukuri Kyogikai' got at last to the consensus to start the measure We made a questionnaire and interview survey of the former and present habitants in Takatori-higashi in February 1998 for inquiring where and how they got their residence and how they worked for their living. The result shows that only about 25% of the former habitant households have come back and lived in the Takatori-higashi district and that the number of the habitants who lived outside but had the prospect to return came to about another 25%. The total was just over the half of the former habitant households. The number is unexpectedly small in spite of the nearly perfect attainment of the space-adjustment measure. There are several causes of the problem. First, it took more than two or three years for the former habitants to get the conditions to rebuild their house in the district. So many habitants decided to take other ways to settle their residence either by applying for the admission of the public housing or renting a house outside the district. Second, there lived many aged people, which had been regarded as one of the“inner-city problems', and they had insufficient resources to retake their residence inside the district either by rebuilding a house or leasing a new house with more expensive rent than before. Third, many of the shopkeepers who lived there have given up reopening their shop and not a few employers and employees working in the synthetic shoes industry has had difficulties with restoring their job and living under the present deep economic depression. Forth, the governmental policies and countermeasures are very insufficient to support sufferers' living restoration. The national government regards the support for sufferers' housing as the one for habitants' property and will not allow it. Concerning the reconstruction measure of space-adjustment city planning, it is advanced independently of the housing reconstrution measures and cannot supply enough housing inside the district though the space-adjustment measure itself has been well attained. We should give our careful consideration to these problems in order to protect from the disaster and to advance the reconstruction progress more quickly and reasonably next time.
