Europe has been faced with emergence of 'ethnic revival' in many countries since 1960s; in some cases we observed even violence in terms of a method of minorities' political requests towards central state governments. But at the age of post-Cold War, in 1990s and after, such an action has reduced and it can be said that a political order at the European level has been produced concerning ethnic minorities; we can see in this context a construction and function of international governance about ethno-regionalisms. International relations theory explains how to maintain a political order through 'international regime' and/or 'governance'. This article insists particularly on the latter and its structure and process in Europe concerning ethnic minorities. States are forced to act in favor of ethno-regions by the pressure from ethno-regionalist movements themselves and also from a European norm that demands dialogue between a state government and ethno-regionalist and a peaceful coexistence in a multi-ethnic nation-state. Here appears a triangle of three actors, state, ethno-region (s), and international organization (especially we pick up the European Union); these construct the governance balancing themselves, which produces politically stable order in European international relations. The reason why this governance functions should be proved by case studies much detailed, but it can be understood theoretically that three elements are guaranteed among the actors in order to make up and maintain the governance: 1) recognition of group rights of ethnic minorities, 2) fixed democracy, 3) dialogue between interested parties regarding the self-determination.
