The purpose of this study was to clarify the constructive concept of an empowered community from residents' perspective. The subjects and method: The focus interview was conducted with five residents who practiced community organization. A qualitative analysis was employed. The results and the discussion: The results, revealed 120 sub- categories, 34 middle categories, and 13 upper categories. The constructive concept was mainly classified into the following three areas: personal, organizational and community. The personal area comprised the realization of health and health behavior changes. The organizational area pertained to organization and its growth, the notification of common issue and influences on the community, interaction within the organization and community, and the shaping of partnerships. The community area included the following factors: safe community cultures, growth through interaction and mutual aid, residents' participation in the community activities, leadership of residents, support networks, improvement in policies and support systems increase in social resources and change with respect to municipal government and health professionals. Therefore, a desirable situation of community empowerment from the residents' viewpoint included mutual support from the residents of the neighboring areas, leadership with regard to this support, and a secure community life. This situation can be considered from the community empowerment orientation and an evaluation viewpoint.
