This paper is the Japanese translation of the 2019 Education Law of the Socialist Republic of Vietnam. This volume covers Chapter 1 (Articles 1-22) and Chapter 2 (Articles 23-46). The law is the third legislated education law in Vietnam, following the 1998 Education Law and 2005 Education Law as the amendment of 1998. While the Law of 1998 was the first to cover and systematize national education in the socialist market economy of‘ Doi Moi’ regime, the Law of 2005 focused on improving the quality and standard of education. Subsequently the Vietnamese government made partial revisions and additions in 2009, 2014, and 2015, then fully revised as the 2019 Education Law promulgated on 14 June 2019. The Law consists of 115 articles followed by Chapter 1: General Provisions (Articles 1-22), Chapter 2: National Education System (23-46), Chapter 3: Schools, Special Schools and Other Educational Institutions (47-65), Chapter 4: Teachers (66-79), Chapter 5: Learners (Articles 80-88), Chapter 6: Responsibilities of Schools, Families and Society in Education (89-94), Chapter 7: Investment and Finance in Education( 95-103), Chapter 8: State Management of Education( 104-112), and Chapter 9: Implementing Provisions( 113-115). The law aims to universalize preschool education and lower secondary education in addition to primary education. By raising the minimum requirement for primary school teachers to a bachelor’s degree, the government intends to meet the international standard on teacher training. Ensuring the quality and mobility of human resources within the ASEAN region, the government established‘ National Qualification Framework’ while the socialistic phrases are comparatively decreasing but remaining. The basic direction of the law is to raise the competitiveness of Vietnamese individuals and the nation by achieving high-quality education for responding to globalization. Vietnamese government reinforces the national integration while balancing quantitative expansion and quality assurance in education.
