This article explores the process of the dissemination of gagaku (imperial court music) into local provinces in the Meiji period that has been largely unexplained in the previous studies on this music. Although State Shintoism regulated to utilize gagaku in the shrine rituals, many priests in local areas were put in a great trouble since they had neither the gagaku tradition nor the route to learn the music from the imperial musicians in Tokyo. Under this circumstance, ‘intermediate instructors’ who could connect the imperial musicians to local practitioners played an important role. Tōgi Otowa (1833-1887), a former gagaku musician of Edo bakufu government, was such a person. He moved into Shizuzoka city after the Meiji Restoration and established a foundation of gagaku tradition there, while he kept a strong connection with the imperial musicians in Tokyo. Ōi Sugamaro (1836-c.1910), one of Tōgi’s disciples and a shrine priest, enthusiastically taught gagaku at Oguni jinja and Iinoya-gū shrines in western Shizuoka prefecture during his term as chief priest. He also provided lessons to many Tenrikyō believers in the province. This article has clarified how the intermediate instructors such as Tōgi and Ōi raised up the next generation instructors and eventually expanded a gagaku network. It has been also revealed that some of the instructors showed an outstanding progress to acquire specific repertoire only permitted to advanced players in addition to common pieces required in routine rituals.
