The Impact of Chinese Game Content Regulations on Horror Game Expression: A Comparative Analysis with Japanese and American Rating Systems

Through examining the historical evolution of Chinese game censorship criteria and comparing it with international rating systems (CERO, ESRB), this study explores the development path of Chinese horror games under regulatory frameworks. With the flourishing gaming industry and technological advancement, horror games have established themselves as a crucial genre through their unique artistic expression and narrative techniques. This historical analysis and comparison help understand not only the characteristics of China's game regulation system but also reveals the substantive impact of regulatory policies on game creation.While international rating systems focus on age-appropriate content categorization, China's regulatory framework has led developers to explore innovative approaches to horror expression. Chinese developers have adapted by pursuing dual strategies: seeking official approval through the domestic licensing system while exploring creative expression through international platforms.The findings suggest that these regulatory constraints, rather than merely restricting expression, have fostered uniquely Chinese horror expressions that blend regulatory compliance with cultural innovation. This challenges the conventional view that strict content regulation necessarily limits creative development of the contents.
