This paper examines some features of the Nagata ward office (Nagata Kuyakusho) as one of the administrative organisations of the Kobe city office (Kobe Shiyakusyo). It explores tips for improving their services based on qualitative data from anthropological fieldwork. However, because of the nature of anthropological research, it doesn't mean that it will suggest clear resolutions for technical and administrative reformation. It has found several points: (1) The layout and wiring could be improved, but this has not been implemented. (2) It's worth reconsidering whether the work deemed routine is truly routine, as this could lead to a more efficient allocation of resources. (3) The extent to which work can be made into a manual is limited because the people who make a particular job possible rely on 'something' based on their experience, and this 'something' is often not amenable to 'teaching', including verbal instruction. However, the rapid progress being made in information science these days can overcome some of the limitations of manuals. (4) In general, there are many objections to reform. Still, it is also true that some of the opinions expressed on the front line are not just objections for the sake of objecting but opinions that should be listened to, discussed and considered to achieve the required reform. Giving the front line the feeling that their views are being fully heard is essential. One way to do this might be to create something that will collect opinions from the bottom up.
