What motivates and justifies a nation’s decision to accept immigrants when such a policy becomes a subject of public debate ? This study aims to elucidate how immigration policy was discursively constructed in newspaper coverage in Belgium during the terminal phase of the country’s high economic growth period. Specifically, it investigates how the acceptance of immigrants was legitimized in relation to arguments concerning labor force demands and population growth, through the application of discourse analysis. The paper begins with an overview of the Belgian state structure and traces the history of immigration from the post-World War II period through the 1960s. It then contextualizes the economic conditions at the end of the high-growth era, which forms the focus of this analysis. Before the discourse analysis is conducted, the theoretical framework and methodology of Critical Discourse Analysis (CDA) are introduced. The primary source for analysis is an article published on page 5 of Le Soir on March 25, 1970, entitled “Why Should Immigration Policy Be Reconsidered ?” The analysis reveals that within the specific context of Wallonia’s perceived imbalance vis-à-vis Flanders, immigration was discursively framed in two ways : on the one hand, as a tool for restoring demographic equilibrium ; on the other, as a mechanism for generating economic benefit. The paper concludes by critically examining the implications of this instrumentalist framing of immigration.
