This study focuses on the establishment plan drafted by Dr. Shidehara Taira as the research object. By analyzing his experience and publication of the colonial education career to understand the formation of his conception for establishing a colonial university, that consists of the characteristics of the Humanities Science of the Oriental and South Sea, Tropic Agriculture and Medical research. Secondly, the study describes how the conception of Dr Shidehara Taira to be completed by the analysis of the specific characters in terms of the investigations of general affairs, the purpose of establishing the university, the arrangement of Departments and Lecture subjects, the dispatch of researchers study abroad and the budget for the university in the draft. The establishing plan drafted by Dr Sidehara Taira has not been completed totally to accord with his original conception due to the limit of budget. However, as he holds the President of Taihoku Imperial University for nine years from 1928 to 1937 and always insists the importance of his conception, eventually the Medical faculty has established in 1936 that makes Taihoku Imperial University consisting the Faculties of Literature and Politics, Science and Agriculture, and Medical.
