The author herself practiced a tentative outreach program for the empowerment of prenatal and postpartum women in cooperation with a local obstetrical clinic. An outreach worker, i.e. the author dispatched from a university satellite went to the clinic and told perinatal women that that they were always welcome to the services offered by the satellite. She advised them on mobile e-mail, visited their home more than once and accompanied them to several local resources including the university satellite in answer to their requirement and needs. Selected as cases were two women; both of them had just moved from other cities to be isolated from the local residents and resources and were very much uneasy about their childrearing. The interaction between the two women and the author was analyzed according to the following four periods; 1st period was prenatal, 2nd was from birth to the first home visit, 3rd was from the first home visit to the second one and 4th was after the second home visit. The results collated with Longwe's five-stage framework of empowerment showed that 2nd and 3rd periods correspond to “welfare” and “access,” and 4th period do to “participation” and ”control.” Also revealed was that “welfare” and “access” were promoted by giving knowledge and/or skills and offering nursing care, and “participation” and “control” were accelerated by giving information about local resources, accompanying to and participation in these resources and/or exchanging views each other.
