Commercializing Microfinance : Emerging Process and the Poverty Issues in the Philippines

Microfinance has become popular all over the world as an efficient method to alleviate poverty. Global marketization trend induces microfinance to spread rapidly in recent years. Accordingly, microfinance is oriented to more commercialized character for profit. This article examines how microfinance has got rooted and commercialized in the Philippines, which is one of the most “advanced” cases in the world. Since the 1990s, the government actively committed to expand microfinance as official policy while direct loan to the clients was covered by the civil and private actors. The roles and backgrounds of the major microfinance actors, NGOs, Cooperatives, and Rural Banks, will be discussed in this paper. Regarding the impact of the commercialized microfinance on poverty, it may not be so apparent as was expected.
