本事例は、宮城県石巻市の鹿妻小学牧において、小学4年生79名が2012年度の総合的な学習の時間を活用して行った「復興マップづくり」プログラムの形成プロセスと、1年間の活動を通じた成果と課題を示している。「復興マップづくり」プログラムは、子どもたちが被災の経験と向き合い、防災・復興プロセスに主体的に参加し、自分の命を自分で守り抜くための姿勢と行動力を身に付けていくために、被災地での防災教育の取組みの第一歩として実施された、東日本大震災の被災地での学校ベースの復興・防災教育プログラムである。具体的には、被災地の小学4年生が被災の現実に向き合い、学区内でのまち歩きを通して地域の復興状況を記録し、その記録をもとに学区の復興マップを作成、全校、地域へ共有するまでの一連の活動を行う。なお、本事例は、鹿妻小学校と市教育委員会、大学、NPOとの連携による復興・防災教育プログラムの実践例である。
This case introduces a formation process of "Reconstruction Map Making" that is a school-based education program for reconstruction and disaster prevention in the affected areas of the Great East Japan Earthquake and Tsunami. It was designed as a first step in disaster prevention education efforts in the affected areas, in order for the affected children to face their disaster experiences; to encourage participating proactively in the reconstruction and disaster prevention process in their community and; and to continue to develop their attitude and ability to defend themselves with their own life. This case also indicates achievements and issues drawn from the one-year activities that were conducted by seventy-nine fourth grade students at Kazuma Elementary School in Ishinomaki using the "periods for integrated studies" in 2012. The students faced the reality of the disaster through walking in their school district, recorded the status of the reconstruction, created a map based on the records of reconstruction, and presented the completed maps to the whole school and their parents. It should be noted that this case is an example of a practice of disaster prevention education program led through partnerships among the City Board of Education, school teachers and students, universities and a NPO.
