The purpose of this story make the new plan which improves the number of Kobe city inbound on the decline in recent years. The study explores that it found the strong point and problem to be solved by Kobe city. Indeed, it was inclined to visit anther prefecture .Kinki Nihon Tourist(KNT) told the inbound current state of Kobe city. and it was investigate from various points of view about the Chinese and the Korean who visited much in Kobe city. It considered these three points and thought inbound reform idea using a high medical skills in Kobe city. They discovered that the travel plan to stay for a week could be made as the contents of an inbound plan. When it carry out this plan, there are various problem. However the most one is whether Kobe airport can be internationalized. They concludes that economy's political side are considered. And it is necessary to consider various problem to carry out the hypothesis.
