This paper examines the effectiveness of the explanatory power of External Incentives Model (EIM), a dominant theory of Europeanization in European Union (EU) accession process, crafted by Frank Schimmelfennig and Ulrich Sedelmeier. In the context of EU's eastern enlargement in 1990s and 2000s, EIM has been a widely accepted model to explain the dynamics of EU conditionality and predict the extent of Europeanization in EU accession candidate states. However, looking at the recent enlargement process of the Western Balkans (WB), EIM's explanatory power has been contested by many scholars. Though Schimmelfennig and Sedelmeier still confirm EIM's validity through a broad comparative analysis between Central and Eastern Europe and the WB in a recent article, scholars including them have not tested its validity by closely focusing on an individual country in the WB. Thus, this article analyzes EIM's effectiveness through a case study of Serbia, as a one of the frontrunners of EU accession candidate state in the WB, then concludes that its explanatory power remains high. However, this paper also touches upon the divergence between the Europeanization of economic criteria and adoption of EU acquis and the de-Europeanization of political criteria in recent years, then points out the limitation of EIM and the probability of counterproductive effect caused by conditionality-centered approach.
