2000年の地方分権一括法の施行により，中央集権的な国-地方の関係は対等・協力の関係へと転換した．国の「特別支援教育」構想も，基本的には新しい政府間関係を踏まえたものとなっている．鳥取県は「現場主義」に立つ片山県政の下，独自の障害児教育政策を展開しており， 19市町村を3圏域に区分して総合的な施策の充実を進めつつある．しかし，市町村が基礎的自治体としての力量を高め，広域的な地方政府である都道府県及び中央政府である国が市町村を支援・補完するという関係の構築は今後の課題である．A package of laws on decentralization enforced in 2000 has changed the relationship among the state, prefectures, and municipalities from one of centralization to one of equality and cooperation. National reports on special support education are based on the new relationship. In Tottori Prefecture, the child-centered/school-based administration of Governor Katayama promotes an original policy of special education to provide comprehensive service in each of the three areas into which its 19 municipalities are divided. Municipalities should be empowered as primary self-governing bodies, while both prefectures (broader-based local governments) and the state (national government) must support and complement them.
