Globalization increased its influences after the Cold War, had a large impact on the emerging countries as well as developed countries. Newly Industrialized Countries and post socialist countries in Central and Eastern Europe, had be pressured to integrate the World order symbolized by the OECD and EU by globalization. South Korea decided to join the OECD in respond to globalization, and accepted the values and rules of the OECD as a "global standard". After Korea's accession to the OECD, the small but certain changes began to consider the OECD DAC as the standards of aid policy. In the mid ・2000s, the recognition existed inside the Korean government: entering OECD DAC would mean the obligation as developed country. On the other hand, Central and Eastern European countries after the Cold War received financial support from the EU and international organizations on the condition that transformation from socialism to capitalism. For the Central and Eastern European countries, it was a first step of globalization accepting the new systems for the EU accession. The four countries of Central and Eastern Europe (Czech, Poland, Slovakia, and Slovenia) received supports to establish and implement aid policies from the EU, international organizations and other DAC donor countries. Especially the EU had critical role in these processes, since the development assistance policy was one of the conditions for accession to the EU. These four countries'accession to the OECD DAC was a predictable result, from the history which received the supports related aid policies of the western donor community. South Korea and the Central and Eastern European countries have different historical backgrounds but there is one common factor that they became the OECD DAC member countries as the result of taking part in the OECD and EU's framework by globalization.
